Passengers going to Dubai removed because they were below 40

Could this mean the information is true? According to the founder of a hotel booking website Mark Essien, he saw officials remove four passengers on their way to Dubai because they were below 40. My sister Laura wanted to go to Dubai for her birthday last week, but they told her not to bother. Looks like this Dubai restriction thing is for real. Anyone with similar experiences?
