When Will The Hatred On Goodluck Stops by Adefemi
Good sense connotes great attributes' in as much that people have choice for their opinions, the point here is simple! How many days, weeks, months,years will selected people will continue to have or develop hatred for GEJ? I wonder because its almost six months he left that exalted seat honorably. Life is all about fairness and we must do it with common sense... He celebrated his birthday yesterday and some people out of unnecessary been petty were so pained that it's because they don't want to ruined his day. Gosh! What kinds of human being are we? Yes! What's so big deal in what Jonathan did? Ok... The big deal is that he allows humanity with good behavior couples with humility to take over.. When there is no event there won't be any history...that's why it attracts global attention that a sitting President in Africa lost an election and maturely/ willingly without bloodshed handover...that's epic going by what we know in Africa. It takes maturity to attain that level. No doubt, he must have had his own mistakes but we must not be clouded by the propaganda of the heart and mind which is what they used against him while in office. My takes on this whole brouhaha is that how many years will people that failed to understand their inner mind continued to hate on Goodluck? He is no more the president and there is nothing some people can do about his excellent humility.

Nollywood bad boy, Jimi Iyke can’t stop being controversial. During the week, the actor openly kissed actress Joselyn Dumas on a live show,and went ahead to confess that he has kissed not less than 200 actresses while on different movie sets.

For the records Gulumba was captured by own troops on 10 November 2015 and our troops deployed to secure and weed off Boko Haram terrorists. The location was attacked yesterday morning which resulted in fiarce battle till afternoon. Troops went for pursuit after which they mop and reorganise. The unit suffered some injuries and casualties and equally killed several insurgents. The Nigerian Army has nothing to hide but we call all patriots to support these troops that are courageously fighting for peace and security of our nation. The Theatre Command wishes to state that the story is far from the truth and misrepresentation of facts. In fact, it smacks of the imagination of those symphatetic to Boko Haram terrorists. The Theatre Commander Operation LAFIYA DOLE has addressed the issue and gave journalists the opportunity to ask questions and clarify doubts about the Gudumbali incidence and yet, the medium is yet to reflect the true situation. It should be stated here that, although the unit suffered some casualties, what the medium was reporting was grossly exaggrated for reasons best known to them. The Secret Origin Of HIV
It is easy to see why AIDS seemed so mysterious and frightening when US medics first encountered it 35 years ago. The condition robbed young, healthy people of their strong immune system, leaving them weak and vulnerable. And it seemed to come out of nowhere.
Today we know much more how and why HIV – the virus that leads to AIDS – has become a global pandemic. Unsurprisingly, sex workers unwittingly played a part. But no less important were the roles of trade, the collapse of colonialism, and 20th Century sociopolitical reform.
HIV did not really appear out of nowhere, of course. It probably began as a virus affecting monkeys and apes in west central Africa.
From there it jumped species into humans on several occasions, perhaps because people ate infected bushmeat. Some people carry a version of HIV closely related to that seen in sooty mangabey monkeys, for instance. But HIV that came from monkeys has not become a global problem.

We are more closely related to apes, like gorillas and chimpanzees, than we are to monkeys. But even when HIV has passed into human populations from these apes, it has not necessarily turned into a widespread health issue.
HIV originating from apes typically belongs to a type of virus called HIV-1. One is called HIV-1 group O, and human cases are largely confined to west Africa.
In fact, only one form of HIV has spread far and wide after jumping to humans. This version, which probably originated from chimpanzees, is called HIV-1 group M (for "major"). More than 90% of HIV infections belong in group M. Which raises an obvious question: what's so special about HIV-1 group M?
A study published in 2014 suggests a surprising answer: there might be nothing particularly special about group M.
It is not especially infectious, as you might expect. Instead, it seems that this form of HIV simply took advantage of events. "Ecological rather than evolutionary factors drove its rapid spread," says Nuno Faria at the University of Oxford in the UK.
Faria and his colleagues built a family tree of HIV, by looking at a diverse array of HIV genomes collected from about 800 infected people from central Africa.

Genomes pick up new mutations at a fairly steady rate, so by comparing two genome sequences and counting the differences they could work out when the two last shared a common ancestor. This technique is widely used, for example to establish that our common ancestor with chimpanzees lived at least 7 million years ago.
"RNA viruses such as HIV evolve approximately 1 million times faster than human DNA," says Faria. This means the HIV "molecular clock" ticks very fast indeed.
It ticks so fast, Faria and his colleagues found that the HIV genomes all shared a common ancestor that existed no more than 100 years ago. The HIV-1 group M pandemic probably first began in the 1920s.
Then the team went further. Because they knew where each of the HIV samples had been collected, they could place the origin of the pandemic in a specific city: Kinshasa, now the capital of the Democratic Republic of Congo.
At this point, the researchers changed tack. They turned to historical records to work out why HIV infections in an African city in the 1920s could ultimately spark a pandemic.
A likely sequence of events quickly became obvious.

In the 1920s, DR Congo was a Belgian colony and Kinshasa – then known as Leopoldville – had just been made the capital. The city became a very attractive destination for young working men seeking their fortunes, and for sex workers only too willing to help them spend their earnings. The virus spread quickly through the population.
It did not remain confined to the city. The researchers discovered that the capital of the Belgian Congo was, in the 1920s, one of the best connected cities in Africa. Taking full advantage of an extensive rail network used by hundreds of thousands of people each year, the virus spread to cities 900 miles (1500km) away in just 20 years.
Everything was in place for an explosion in infection rates in the 1960s.
The beginning of that decade brought another change.

Belgian Congo gained its independence, and became an attractive source of employment to French speakers elsewhere in the world, including Haiti. When these young Haitians returned home a few years later they took a particular form of HIV-1 group M, called "subtype B", to the western side of the Atlantic.
It arrived in the US in the 1970s, just as sexual liberation and homophobic attitudes were leading to concentrations of gay men in cosmopolitan cities like New York and San Francisco. Once more, HIV took advantage of the sociopolitical situation to spread quickly through the US and Europe.
"There is no reason to believe that other subtypes would not have spread as quickly as subtype B, given similar ecological circumstances," says Faria.
The story of the spread of HIV is not over yet.
For instance, in 2015 there was an outbreak in the US state of Indiana, associated with drug injecting.
The US Centers for Disease Control and Prevention has been analyzing the HIV genome sequences and data about location and time of infection, says Yonatan Grad at the Harvard School of Public Health in Boston, Massachusetts. "These data help to understand the extent of the outbreak, and will further help to understand when public health interventions have worked."
This approach can work for other pathogens. In 2014, Grad and his colleague Marc Lipsitch published an investigation into the spread of drug-resistant gonorrhoea across the US.
"Because we had representative sequences from individuals in different cities at different times and with different sexual orientations, we could show the spread was from the west of the country to the east," says Lipsitch.
What's more, they could confirm that the drug-resistant form of gonorrhoea appeared to have circulated predominantly in men who have sex with men. That could prompt increased screening in these at-risk populations, in an effort to reduce further spread.
In other words, there is real power to studying pathogens like HIV and gonorrhoea through the prism of human society.

For a man, it’s sometimes shocking to see a girlfriend fresh-faced and without a trace of makeup for the first time. But most people have seen that not-so-perfect side of each other before they marry. However, that’s not always the case, especially in cultures where couples don’t see much of each other until after the wedding. In fact, he claims that she looks so different all made up that when he awoke in the morning to see her in his bed without a stitch of makeup on, he thought she was a thief trying “to steal his apartment.” Really–this is what he said in court documents.
The Algerian man and his bride had obviously never spent the night together before, or else she had never washed off her makeup while in his presence before. Regardless, this man isn’t having any of this marriage business with this woman. According to sources his lawsuit accuses the woman of fraudulence and claims she owes the equivalent of a little over $20,000 for the “psychological suffering” induced by her incomparable deceit.

Abuse Of Office As Saraki Investigates CCT Boss Danladi
Nigeria's Senate President, Bukola Saraki has requested the Senate Committee on Ethics, Privileges and Public Petitions to investigate a petition filed against the Chairman of the Code of Conduct Tribunal, CCT, Mr. Danladi Umar.
The petition was submitted by a Peoples Democratic Party, PDP, Senator from Ebonyi State, Obinna Ogba. The petition bordered on alleged corruption and abuse of office by the CCT Chairman.
The ethics committee is expected to submit its report to the Upper Chamber in two weeks, Daily Post reports.
The Senate President is equally facing a 13-count charge of alleged false asset declaration and corruption at the CCT.

Nigerian Army denies losing 105 officers to Boko Haram

Abuja – Chief of Army staff, Lt. General Tukur Buratai has waved aside reports that about 105 soldiers prosecuting the war against Boko Haram terrorists met their untimely death when they failed to return in a bid to annihilate the terrorists in the North East.

The media had been awashed with news that about 100 Nigerian soldiers were missing after Boko Haram attacks in the epicenter of the battle.
But General Buratai in a telephone conversation with Vanguard said, “It is not true that our soldiers are missing. The soldiers went on a mission for the Nigerian nation and they have since returned and joined their Battalions”.
The confident Chief of Army Staff said that insinuation is a figment of imagination of the authors of the story.
Media reports had indicated that the Army may have lost about 150 of its men to an attack by Boko Haram insurgents in Gudunbali, Borno State.
It was claimed that the terrorists attacked at Gudunbali in Borno State, on Wednesday and as a result the 157 Battalion of the Nigerian Army could not account for at least, 105 soldiers including their commanding officer.
According an online media, the terrorists also captured a T-72 tank as well as several artillery weapons from the unit.
“Gudunbali was attacked this morning and some weapons were captured from the battalion. Two officers and 105 soldiers are still missing”.
The terrorists captured a T-72 tank from the unit and some artillery weapons were also captured. The commanding Officer (CO) of the battalion is yet to be seen but no one has been confirmed dead yet,” the source added.
Another source however said the T-72 tank was recovered after a prolonged fight with Boko Haram insurgents. The gunner and tank commander were injured in the process, he said.
Also reportedly captured by the insurgents were eight vehicles, a truck loaded with 60,000 rounds of AA ammunition and three artillery pieces.
Similarly, soldiers of the Multi-National Joint Task Force (MNJTF) stationed at Baga, Borno State also recently came under attack. The attack occurred in Geringiwa at about four kilometers to the headquarters of MNJTF, PREMIUM TIMES has also been told.
According to a source, the military has been unable to completely clear the insurgents from Baga and nearby towns due to inadequate equipment.
Boko Haram carried out a series of mass killings in Baga between January 3 and January 7, 2015, after the army headquarters there was sacked by the insurgents.
Although the military later liberated the town, soldiers stationed in the area have come under constant attacks from the insurgents.

The attacks on the military came on the heels of the suicide attacks on Yola and Kano respectively.

Abuja – Chief of Army staff, Lt. General Tukur Buratai has waved aside reports that about 105 soldiers prosecuting the war against Boko Haram terrorists met their untimely death when they failed to return in a bid to annihilate the terrorists in the North East.

The media had been awashed with news that about 100 Nigerian soldiers were missing after Boko Haram attacks in the epicenter of the battle.
But General Buratai in a telephone conversation with Vanguard said, “It is not true that our soldiers are missing. The soldiers went on a mission for the Nigerian nation and they have since returned and joined their Battalions”.
The confident Chief of Army Staff said that insinuation is a figment of imagination of the authors of the story.
Media reports had indicated that the Army may have lost about 150 of its men to an attack by Boko Haram insurgents in Gudunbali, Borno State.
It was claimed that the terrorists attacked at Gudunbali in Borno State, on Wednesday and as a result the 157 Battalion of the Nigerian Army could not account for at least, 105 soldiers including their commanding officer.
According an online media, the terrorists also captured a T-72 tank as well as several artillery weapons from the unit.
“Gudunbali was attacked this morning and some weapons were captured from the battalion. Two officers and 105 soldiers are still missing”.
The terrorists captured a T-72 tank from the unit and some artillery weapons were also captured. The commanding Officer (CO) of the battalion is yet to be seen but no one has been confirmed dead yet,” the source added.
Another source however said the T-72 tank was recovered after a prolonged fight with Boko Haram insurgents. The gunner and tank commander were injured in the process, he said.
Also reportedly captured by the insurgents were eight vehicles, a truck loaded with 60,000 rounds of AA ammunition and three artillery pieces.
Similarly, soldiers of the Multi-National Joint Task Force (MNJTF) stationed at Baga, Borno State also recently came under attack. The attack occurred in Geringiwa at about four kilometers to the headquarters of MNJTF, PREMIUM TIMES has also been told.
According to a source, the military has been unable to completely clear the insurgents from Baga and nearby towns due to inadequate equipment.
Boko Haram carried out a series of mass killings in Baga between January 3 and January 7, 2015, after the army headquarters there was sacked by the insurgents.
Although the military later liberated the town, soldiers stationed in the area have come under constant attacks from the insurgents.

The attacks on the military came on the heels of the suicide attacks on Yola and Kano respectively.

Another Milestone As Ondo Trauma Centre gets Nod For Radiology and Residence Training

ONDO State Trauma Centre, Ondo has been described as adequate for Post Graduate Residency Training in Radiology and Anaesthesia.
This was disclosed by an accreditation team, which comprises the West African College of Surgeons (WACS) and National Postgraduate Medical College of Nigeria (NPMCN) while briefing Governor Olusegun Mimiko on their findings after visiting the centre.
The accreditation panel was led by the Chairman, Faculty of Anaesthesia, West African College of Surgeons, Professor Stella Eguma and the Chairman, Faculty of Radiology, National Postgraduate Medical College of Nigeria, Professor Adeyinka Abiodun.
According to Prof. Abiodun, while briefing Mimiko on the Faculty of Radiology, the team was overwhelmed with the level of transformation in the medical village, particularly the trauma centre.
He noted that the governor has raised the bar of medical profession in Nigeria by their findings, stressing that the various facilities as well as the personnel manning the centre are adequate for accreditation for the residency training, noting that this would further strengthen qualitative healthcare delivery in the country.

He alleged a deliberate campaign to rubbish him by the present administration.

President Buhari ordered Dasuki’s arrest after receiving an interim report of the panel set up on August 31 to probe arms procurement between 2007 and 2015, which allegedly indicted him and others.
Asserting that he is neither a thief nor treasury looter, Dasuki alleged that a number of prominent actors of the present administration were key participants in the purchase of arms, even as he stated his readiness for trial to prove his innocence.
The response from Dasuki was his second in as many days and followed the first rebuttal late Tuesday to the presidency’s statement ordering his arrest.
Meanwhile, to enforce the presidential directive, operatives of the Department of State Service, DSS, have stepped up their presence in the residence of the embattled former National Security Adviser.

Dasuki in his statement denying the allegations against him said: “In a theatrical manner, the Presidency fed the public with many allegations against my person and yet-to-be-named former public officers.
“To draw sympathy, the presidency quoted some absurd findings including extra-budgetary interventions; award of fictitious contracts; 53 failed contracts; payment for jobs without contractual agreements; non-execution of contracts for the purchase of four (4) Alpha jets, bombs and ammunition.
“For undiscerning Nigerians, they may tend to assume that the allegations were true and pronounce the former National Security Adviser guilty as charged.
“The statement issued by the Special Adviser on Media and Publicity (to the President), Mr. Femi Adesina, who should know better as a former President of the Nigerian Guild of Editors and a witness to history, was nothing short of propaganda to cast aspersions on Dasuki.
“To set the records straight, Nigerians should appreciate that the AVM John Ode-led panel did not invite the ex-NSA under any guise before arriving at its ambiguous findings. At least, fairness demands that the panel ought to hear from Dasuki instead of its recourse to hasty conclusions. If the panel had been more patient and painstaking, it would have been availed of all relevant documents on some of the jaundiced findings.
“As if acting a script, the Presidency alleged that the panel accused Dasuki of awarding fictitious contracts between March 2012 and March 2015. Contrary to this claim, Dasuki was not the NSA in March 2012 and he could not have awarded any contract in whatever name. The ex-NSA was appointed by ex-President Goodluck Jonathan on June 22, 2012.
“All contracts and accruing payments were with the approval of the President and Commander-In-Chief of the Armed Forces. Once the ex-President approved, the former NSA paid. So, there was due process for every purchase in line with regulations guiding arms procurement for the Armed Forces.
“And Nigerians should note that all the services generated the types of equipment needed, sourced for suppliers most times and after consideration by the Office of the NSA, the President will approve application for payment. For sensitive sectors (military/security), there was no room for awarding fictitious contracts. The conclusions of the panel were presumptive, baseless and lacked diligence.
“There were no fictitious contracts; contract sums were not diverted and the relevant services in writing acknowledged delivery of equipment. For all procurements, the Nigerian Army, the Air Force and the Nigerian Navy have their contractors.
“While awaiting judicial process on these allegations, it is proper to make some references to show that the presidency was just desperate to hang some former public and military officers who served this nation at the risk of their lives.
Delivery of purchased aircraft, arms, ammunition
“It is laughable for the panel to assume that 4 Alpha jets and 12 helicopters were undelivered. In a memo to the Office of the National Security Adviser (ONSA), referenced NAF/905/D/CAS of November 28, 2014, the immediate past Chief of Air Staff, Air Chief Marshal Adesola Amosu acknowledged the receipt of the 4x Alpha jets attack aircraft and the helicopters.
“On October 21, 2014, the Chief of Air Staff also confirmed the receipt of F-7 N1 aircraft combination of 250kg bombs and accessories at $2,894,000 with the cost of freight at $1,200,000. The same Air Force confirmed getting 2xTri Shield 36DG Tactical radars.
“In another letter of December 1, 2014 signed by L.S. Alao (on behalf of the Chief of Air Staff), the Air Force said it received five containerized fuel storage and dispensing units with equipment.
“The Nigerian Army wrote the ONSA to acknowledge the delivery of 14 armoured tanks. In a December 13, 2014 memo, the Brigade of Guards thanked ONSA for releasing N30m for RCA, Operation allowance for Troops on Op Urban Sweep II for third and fourth quarters of 2014. This is apart from the installation of CCT Cameras at the Brigade Headquarters, 2 backscatter bomb detection vans and other equipment.
“On November 26, 2014, the immediate past Chief of Defence Staff, Air Chief Marshal Alex Badeh sought for approval of the award of one pair of uniform(in the interim) for the Armed Forces at N165, 375 to El-Jahab Mubarak Nigeria and N330,750,000 for two pairs.
“These are some of the acknowledgement letters submitted to me by the end-users (the services). It is not for me to go and find out whether the equipment were delivered or not. I am not the one keeping the inventories.
“To show that I have nothing to hide, I submitted a comprehensive list of all requests for procurements by the services, the items bought and those equipment being awaited to His Excellency, President Muhammadu Buhari long before I left office. If there were issues, I should have been questioned. I was just the clearing house; I did not award contracts to my company or proxies. There was no contract awarded or equipment bought without approval from the then President and Commander-In-Chief. I am not a thief or treasury looter as being portrayed.
“In order not to endanger the nation’s security, there are many salient issues and contracts which I cannot put in public domain. I am ready for trial on all these allegations in order to prove to Nigerians that I did nothing untoward in office. We will certainly meet in court.
“I have a lot to tell Nigerians but in the interim, they should not believe some of the allegations as the gospel truths. The good thing is that some of the key actors in the present administration were parts of the past process being viciously challenged.
“As for my tenure as the nation’s NSA, I acted in the interest of the nation and with utmost fear of God. I did not use the office for any self-serving agenda. I occupied the Office of the National Security Adviser at a difficult moment in Nigerian history when terrorism was at its peak and I am leaving posterity to judge me accordingly”.
DSS closes in on Dasuki, increases presence in his home
Meanwhile, a visit to the ex-NSA’s house on 13 John Khadiya Street in the high scale Abuja neighbourhood last night, showed that the DSS had reinforced its presence since Tuesday evening.
Vanguard correspondent found out that no fewer than six DSS men had taken various positions around the neighborhood. But only an operational truck of the service was left by the side of the entrance to the massive compound while two service men sat there discussing.
A few metres away, another service truck with armed operatives parked by, observing movements in and around the area but they did not speak to anyone.
Three other vehicles with unknown persons inside, were also parked nearby but the occupants merely discussed among themselves.
It was not clear if Dasuki was in the expansive compound, sandwiched between the Akwa Ibom Governor’s Lodge and the home of late ex-Bayelsa governor, DSP Alamieyeseigha.
Dasuki’s neighbours have been subjected to the sustained presence of the DSS officials in the past four weeks following the attempt by the service to arrest and prevent him from traveling abroad for medical attention.
The siege to his home has prevailed despite a subsisting court order directing that he be allowed to travel outside the country to get medical help.
The DSS claims that the matter for which he is being wanted has nothing to do with the court order and that he must appear and answer to allegations of mismanaging huge defence budget running into over N600 billion.
The panel, which probed the contracts said to have been awarded by Dasuki, turned in its findings on Tuesday, indicting him and others yet to be unveiled.

It was not clear if Dasuki was in the expansive compound, sandwiched between the Akwa Ibom Governor’s Lodge and the home of late ex-Bayelsa governor, DSP Alamieyeseigha.
Dasuki’s neighbours have been subjected to the sustained presence of the DSS officials in the past four weeks following the attempt by the service to arrest and prevent him from traveling abroad for medical attention.
The siege to his home has prevailed despite a subsisting court order directing that he be allowed to travel outside the country to get medical help.
The DSS claims that the matter for which he is being wanted has nothing to do with the court order and that he must appear and answer to allegations of mismanaging huge defence budget running into over N600 billion.
The panel, which probed the contracts said to have been awarded by Dasuki, turned in its findings on Tuesday, indicting him and others yet to be unveiled.

Now that committee has submitted their report on arms deal to PMB and the President gave a directives that those involved should be arrested most especially Sambo Dasuki the former national security adviser to GEJ. My take on this is very simple and which is ... I hate corruption and I will never condone it and if its true that Dasuki Is guilty of this crazy allegation. Infact I want everybody that is involved to be invited and they should account for what they know or knew about this whole mess because many soldiers were killed and citizens lost their lives in the fight against Boko haram. Scores of people were feared killed on Tuesday when an explosion occurred at a motor park in Jimeta, Yola, the capital of Adamawa State.
The blast, sources said, could have come from Improvised Explosive Device allegedly planted by members of the Boko Haram sect.
Eyewitnesses said that the motor park was not from a vegetable market. “I cannot say how many people died in the explosion but human parts littered the place. It happened when traders were closing shop for the day,” a resident, who simply identified himself as Mustapha, said.
Security agents were said to have rushed to the scene to take the injured to the hospital while the dead were taken to mortuaries of some medical facilities in the town.

5000 Stipends: APC To Fulfill Promise by January 2016
The Federal Government of Nigeria has commenced plans to start the payment of N5,000 monthly allowance for unemployed youths in the nation, The Punch reports.
The scheme will kick-off in 2016.
FG has also taken steps to capture the free school feeding programme as indicated in the 2016 budget.
Reports say government had saddled some officials with the task of ascertaining the number of the unemployed youths, who would benefit from the scheme.
A top government official said compilation of data was necessary in order to ensure that the programme was not sabotaged.
“You also know that if not properly handled, politicians will hijack the scheme and it will become a means of settling their constituents, whether they qualify to benefit from it or not.
This is why the government will come up with data on the beneficiaries very soon.”
The official added that the fund meant for the scheme would be built into the 2016 budget.
He explained that it was only when a decision had been reached on the number of people that would benefit from the scheme that the government would have an idea of how much it would spend on the programme.
The Senior Special Assistant to the Vice-President on Media and Publicity, Mr. Laolu Akande, confirmed that work was ongoing on the identification of beneficiaries.
“Work is ongoing on various aspects of the implementation of that social investment plan, including the identification of those that will benefit from it. Very soon, we shall be concluding work on that; that is a very important aspect of the programme.
“The plan of the government is to start as much as possible in the area of social investment, and conditional cash transfer is part of it.
“It is the plan of the government to explore how to start this with the 2016 budget.” He added.

"They are not using the big obvious systems at all," he tells the BBC.
"There are lots of entrepreneurs who set up systems for libertarians to use and the terrorists quickly identify these.
"Systems such as SureSpot offers consumers an easy way to use encryption."
Cybercrime consultant Prof Alan Woodward says the availability of encrypted systems makes the security agencies crackdown "absolutely pointless".
"They are all now using the OTR [Off the Record] protocol, which offers end-to-end encryption," he says.
"Even if you managed to stop companies providing OTR, there are plenty of free-add-ons available.

Alleged N25bn TSA Fraud: Get to root of the matter, CLO charges Senate
The Civil Liberties organization (CLO), on Tuesday, threw its weight behind the Senate-led by Bukola Saraki, to disregard blackmails and intimidation from any quarters, charging it to go on with its probe of the alleged rip-off of the nation in the Treasury Single Account (TSA) transfers.
In a statement by its Executive Director, Comrade Ibuchukwu Ezike, the CLO noted that Section 162 (1) of the 1999 Constitution (as amended) is crystal clear on TSA when it states that “the federation shall maintain a special account to be called the Federation Account into which all revenues collected by the government of the federation except the proceeds from the personal income tax of the personnel of the Armed Forces of the Federation, the Nigeria Police Force, the ministry or department of government charged with foreign affairs and the residents of the FCT, Abuja.”
Ezike said: “It’s therefore, dumbfounding how the present administration came about the appointment of an electronic collection agent, System Specs, to handle the TSA transfers at 1 per cent commission, by which it is alleged to have earned well over N25 billion.
“Besides, assuming it were constitutional to appoint an e-collection, it has not been established that there was a transparent and competitive process towards the selection of the said e-collection agent.
“The CLO is, therefore, totally on the same page with the Senate on this matter. We support Senate’s call on the CBN to suspend such unconstitutional transactions. We also fully support the decision of the Senate to probe the entire matter and come out with the truth about the alleged fraud.”
Furthermore, the CLO Executive Director said “The CLO is disturbed by the news report that there were painstaking efforts by certain Senators to sabotage the patriotic motion by Senator Dino Melaye urging the Hallowed Chambers to fully investigate the corruption and bring the perpetrator(s) to book. We make bold to say that any Nigerian who is against this nationalistic move by the Senate to rid Nigeria of graft is not only against the APC change ideology but an enemy of Nigeria.
“We were very disturbed to read that the late commencement of plenary on that day, and eventual boycott of plenary by some Senators, was a fallout of the said Senators’ alleged inability to stop the day’s business or expunge such a critical motion from the Order Paper.
“Such ugly stories are the last things Nigerians expect to hear in this administration. We urge the Senate to not only probe the said TSA graft, but also beam its searchlights on its own members that allegedly tried to sabotage the motion seeking the investigation of the said scandal. It cannot not be imagined that Senators who are supposed to protect the people and the nation by their oversight function over the other arms of government from abuse of the law, due process and theft of public funds, tried to cover up such shady deals by unscrupulous politicians.
“This event justifies CLO’s insistence that the leadership of the legislature must always emerge independent of external influences and executive interference if we must move our country forward as a nation.
“Importantly, it is very pertinent to emphasise that Nigerians elected President Muhammadu Buhari in the hope that he would lead a government that would stamp out corruption from our body polity. The said over N25 billion TSA scandal at a time when Mr. President had announced to the whole world in India that Nigeria was “broke” is certainly not a good commentary on an administration supposedly founded on integrity and headed by this President. We are worried that despite all the shouts if this allegation is anything near the truth, it is still business as usual.
“Lastly, while we urge President Muhammadu Buhari to open his eyes wide (shine his eyes) concerning happenings around him and his administration because Nigerians will ultimately hold him responsible for any misdeeds by his government, CLO enjoins all well-meaning Nigerians, the media, opposition and the CSOs to remain extra-vigilant and actively watch over the conduct of public affairs by office holders to ensure absolute compliance with the law and due process.
“President Buhari alone cannot build a transparent, open, just, equitable, accountable and truly democratic Nigerian society but all Nigerians can,” affirmed the CLO.

Updates On Paris attacks: Who were the attackers?
According to BBC, French officials investigating the deadly Paris attacks have named seven people they believe to have carried out the assaults, claimed by the Islamic State (IS) group.
One of the seven was detained by Belgian police and has since been released without charge, according to his lawyer.
Two other attackers who died in Friday's violence have not yet been named.
Below are brief profiles of each suspect.

The 26-year-old French national has been identified as a key suspect, and he is urgently being sought by police.
He is believed to have rented a VW Polo car in Belgium, which was later found near the Bataclan concert hall were 89 people were killed.

The 31-year-old had rented a Seat car which was found after the attacks.
He had earlier appeared in several Belgian police files alongside Abdelhamid Abaaoud, the suspected mastermind of Friday's attacks.
The documents relate to criminal cases in 2010 and 2011.
"Investigators see a link with Verviers," Belgium's De Standaard newspaper reported, referring to a Belgian town where police shot dead two militants in January and broke up a cell aiming to kill Belgian police officers, days after the Charlie Hebdo attacks in Paris.
Both Brahim Abdeslam and Abaaoud lived in Molenbeek, a rundown district of Brussels with a substantial Muslim population, which is described by some Belgian officials as a "breeding ground for jihadists".
However, Abaaoud, the 27-year-old of Moroccan descent, is now believed to be in Syria where he has risen through the ranks of IS.

He added that during the official investigation, the Turkish authorities identified a fifth individual, Omar Ismail Mostefai, and notified their French counterparts twice - in December 2014 and June 2015.

France is committed to "destroying" the so-called Islamic State group after Friday's deadly attacks, President Francois Hollande has said.
He said he would table a bill to extend the state of emergency declared after the attacks for three months and would suggest changes to the constitution.
France's military campaign against IS in Iraq and Syria will also intensify.
IS says it carried out the attacks on bars, restaurants, a concert hall and a stadium in which 129 people died.
Speaking during a joint session of both houses of parliament, Mr Hollande said the constitution needed to be amended as "we need an appropriate tool we can use without having to resort to the state of emergency".
Other measures he said would be pursued included:
◾5,000 extra police posts in the next two years and no new cuts in the defence budget
◾Making it easier to strip dual nationals of their French citizenship if they are convicted of a terrorist offence, as long as this did not render them stateless
◾Speeding up the deportation of foreigners who pose "a particularly grave threat to the security of the nation"

Lessons in love and marriage
There is room to take a break from the tedium of Nigerian politics and delve into some aspect of our lives, this time, one which is fundamental to societal structure and nourishes our mutual co-existence: RELATIONSHIPS, specifically, relationships of sexual partnership, love and marriage. I would like to think there is a correlation between societies that largely uphold values of strong family units and their higher societal development.
What’s turned me sentimental today, you would ask? Marriages and the increasing propensity for their dissolution in our time, is what. And at no other time does the concern become more topical than at marriage functions.
I was in one such function last week in the United Kingdom. It was a marriage that qualifies as ‘society wedding’ in its own right. The bride is Funmilayo (Funmi for short), daughter of my good friend, Chief Segun Odegbami; and the groom, Solomon Damilola, son of Dr. Ebun Sonaiya, the Chief Medical Director of Total Health Trust Ltd., the first and arguably the most successful Health Management organisation in Nigeria and probably in the West Africa sub-region.

Corruption: Every suspect innocent until proven guilty – Buhari

ABUJA – President Muhammadu Buhari on Monday in Abuja that his administration was not in a hurry to prosecute those suspected to have stolen from the public coffers until verifiable evidences were fully documented against them.
He said that everyone was presumed innocent until proven guilty by the law, saying that Nigeria was not under military rule where the law may be jettisoned.
According to him, the government was determined to follow due process to give recourse to democratic norms.
The president who spoke while in audience with a delegation from the Foursquare Gospel Church, at the presidential villa however restated his commitment to recovering stolen funds.
“Under military rule, people could be arrested and held on the basis of suspicion, but in a true democracy, anyone accused of an offense must be presumed innocent till pronounced guilty by a court of law,” he said.
He congratulated the Foursquare Church in Nigeria on its 60th anniversary convention which was concluded on Sunday.
In his remarks, the General Overseer of the Foursquare Gospel Church, Rev Felix Meduoye commended the Buhari administration for initiating a full scale war against corruption and insurgency in the land, pledging that the church will continue to pray for the peace and prosperity of Nigeria.

From my personal observation, the word 'Clueless' was grossly abused and hypocritically re-used during GEJ era by many morally-bankrupt Nigerian people.
People who cannot even manage their own personal life to any appreciable standard but decided to use Jonathan as punching bag.
People who are intellectually-deficit with no future plan to go back to school at any stage in life to learn ethics and common sense.
People with limited use of vocabulary due to their half-education.
Another obnoxious word now flying about like an unguarded kite in the sky is 'body language'(BL)which is often employed to elevate 'His Holiness,Saint Of Daura' as the best invention after sliced bread.
To cut long story short, BL must totally crush Boko Haram terrorism before this year Christmas time as ordered by PMB.
BL must ensure 24hours power supply before may 29,2016.
BL must banish hunger and starvation within 2 years from now.
BL must upgrade all government universities to world standard within 4 years.
BL must checkmate corruption, recover looted funds and jail all offenders. Nobody is above the law of the country. Nobody I repeat again.
Finally,if the saintly custodian of BL cannot perform all these 'miracles' within the stipulated period, then we can now all conclude to say the custodian is not only helpless but clueless and brainless and concerned Nigerians must urgently pray for his retirement to enjoy his pensions. TSA: 1% transaction charges is revenue for Remita, CBN, banks

The one per cent transaction fee charged on all transactions through the Federal Government’s Treasury Single Account is shared among Remita, banks, the Central Bank of Nigeria (CBN) and other payment operators involved. Recall that on Wednesday the Senate had ordered its joint Committee on Finance, Banking and Other Financial Institutions and Public Accounts to probe the allegation that the e-collection agent, Remita, had been paid 25 billion, being the one per cent commission it charged for the transfer of N2.5 trillion of Federal Government funds to the TSA.
Though Remita is the electronic payment platform adopted for the TSA, banks, and other payment platforms are all part of the transaction value chain. These include; banks, debit or credit card processors, POS terminal providers, mobile wallet platform owners, switching platform owners, and payment gateway technology providers.
Vanguard investigations revealed that while there is indeed one per cent transaction fee charged on all inflows and outflows through the TSA, the money is shared among the payment electronic platforms, banks, CBN and SystemSpecs, which owns Remita.
Transaction fees is a common feature of electronic payment transactions. An example is the N65 fee charged by banks when customers of other banks use their ATM. Also, there is N100 transaction fee charged on all money transfers transactions in the banking industry including payment of bills such as DSTV subscriptions, flight tickets etc.
The one percent transaction fee charged for TSA transaction was based on agreement between the CBN, payment platforms and the Federal Government. This is reflected in a CBN circular to all banks dated December 17th, 2013, which stated, “A fee of 1% of funds collected is payable. This includes solution provider and participating bank fees”.
Further investigations also reveal that the fee sharing arrangement under the TSA states, “For E-payment: A tariff of N100 per million naira transaction, with 40 percent to CBN, and 60 percent to SystemSpecs.” “For Collections: A tariff of 1% of funds collected shall be charged for the government revenue collections, to be shared as follows: Platform Owner/SystemSpecs-50 percent; Collecting Agents/ Participating banks-40 percent; CBN-10 percent.
Vanguard also gathered that the 1% TSA transaction fee is one of the lowest in the industry. Also, when compared with the pre-TSA regime where government was earning 0% interest on its funds outside the CBN and paying about 15% on government borrowings in terms of bonds, the 1% TSA fee is a better bargain for the Federal Government.
Furthermore, the 1% charge on collections is in huge contrast to what obtained before TSA where various MDAs independently entered into different collection contracts with different providers of collection services with charges in some instances being over six to ten per cent in some cases. This was in addition to holding of government funds outside of government control in some instances for as long as 90 days.

This is reflected in a CBN circular to all banks dated December 17th, 2013, which stated, “A fee of 1% of funds collected is payable. This includes solution provider and participating bank fees”.
Further investigations also reveal that the fee sharing arrangement under the TSA states, “For E-payment: A tariff of N100 per million naira transaction, with 40 percent to CBN, and 60 percent to SystemSpecs.” “For Collections: A tariff of 1% of funds collected shall be charged for the government revenue collections, to be shared as follows: Platform Owner/SystemSpecs-50 percent; Collecting Agents/ Participating banks-40 percent; CBN-10 percent.
Vanguard also gathered that the 1% TSA transaction fee is one of the lowest in the industry. Also, when compared with the pre-TSA regime where government was earning 0% interest on its funds outside the CBN and paying about 15% on government borrowings in terms of bonds, the 1% TSA fee is a better bargain for the Federal Government.
Furthermore, the 1% charge on collections is in huge contrast to what obtained before TSA where various MDAs independently entered into different collection contracts with different providers of collection services with charges in some instances being over six to ten per cent in some cases. This was in addition to holding of government funds outside of government control in some instances for as long as 90 days.

MASSOB blasts Fr. Mbaka over anti-Biafra stance

ENUGU—A faction of the Movement for the Actualization of Sovereign State of Biafra,MASSOB, weekend, lashed out at Enugu Catholic Priest,Rev.Fr. Ejike Mbaka, describing his comment on the struggle for Biafra as insensitive and unguided.
MbakaThis is coming as MASSOB, yesterday, said that a Biafran Republic will be declared very soon without bloodbath.
Fr. Mbaka had during last Saturday’s sermon at his Adoration Ministry, condemned the recent agitation and protests for Biafra nation, describing the action as ‘evil.’
This came as the All Progressives Congress, APC, South-East geopolitical zone, yesterday, appealed to MASSOB and similar groups to end the drum-beat of war, as it could scuttle the quest for Nigerian president of Igbo extraction in 2023.
Apparently infuriated at the fiery clergyman’s comment, Director of Information, Factional MASSOB, Mr. Uchenna Madu described Fr. Mbaka’s condemnation of Biafra struggle as,”selfish and shameful.
“How can a reverred Igbo clergy-man descend so low in making such a condemnable statement few days after President Buhari’s wife visited him.
“Mr. President should be aware that no money given to Mbaka, persuasion, personal friendship with him can ever frustrate or diminish the rising status, consciousness and global re-awakening/acceptance of Biafra.
Gross unemployment
Meantime,Spokesman of South-East APC. Mr .Osita Okechukwu has noted that whereas there is gross unemployment, discontent and despondency among youths in the land, it is not peculiar to the South East alone.
“The gross unemployment is nationwide and would be addressed holistically. Luckily, our son, distinguished Senator Chris Ngige is the minister in charge of employment. Pro-Biafra agitators should stop their mass action and drums of war in the over all interest of the Ndigbo at home, across the country and abroad,” he said.

Basking in the euphoria of its successful protest last week against the detention of Director of Radio Biafra based in London, Nnamdi Kanu, the MASSOB, yesterday, said that a Biafran Republic will be declared very soon without bloodbath.
The Regional Director of Information for MASSOB, Anambra State, Mr. Anene Sunday dropped the hint, yesterday, while addressing newsmen in the area, adding that they will remain a non-violent body in their struggle for achieving the sovereign state of Biafra.
“The Nigerian Police, the Army and Joint Police and Military Taskforce, JTF, have continued to attack us. It is not that we don’t know what to do, but as a non- violent body, it will not deter us from our struggle.
“They trail us with over 200 troops shooting at us and believing that MASSOB wants to take over Nigeria; no, not it, Nigeria will be and Biafra will be. We are not intrested with their Nigeria, but we are telling them that sovereign state of Biafra will soon be a reality,” he said.
Failure of leadership
Meantime, former Federal Capital Territory, FCT, Commissioner of Police, Lawrence Alobi, has identified failure of leadership of the country to address injustice as well as equitable service delivery to every part of the country as reasons for renewed agitation for restructuring of the country.
This was just as he backed President Muhammadu Buhari for scrapping the Ministry of Police Affairs, saying the ministry was almost doing the work of Police Service Commission, PSP.
Speaking with Vanguard, in Abuja, weekend, the former FCT police boss, appealed to the government to act fast by arresting the situation through addressing the issues being raised by the agitators.
Nnamdi Kanu’s parents speak
Parents of detained promoter of Radio Biafra, Nnamdi Kanu has called on the Federal Government to release their son from detention, insisting that he has done nothing wrong for merely expressing a widely held opinion.
His father, the monarch of Isiama Afaraukwu in Umuahia North Council Area of Abia State, said it was surprising to see his son detained for so long.
Addressing journalists at his Ome Udo Palace, Eze Israel Kanu, flanked by his wife, Ugoeze, said that they were worried by the ordeal that their first son had been passing through.
“I am pleading with the Federal Government to release my son. I am aware that in Nigeria the constitution guarantees freedom of speech and freedom of expression.
“I have been asking why he is being held but I’m not getting an answer,” Eze Kanu lamented.
He disclosed that his son is not the trouble making type.

THE CARNAGE IN PARIS AND THE GREAT PARADOX

In the light of the horrendous events that took place in Paris last night I believe that it is time to eliminate and exterminate every single Jihadist terrorist on the face of the earth. We must show them no mercy and we must hold no quarter.
We must also acknowledge the fact that America and her European allies made many mistakes in their handling of the war against terror.
For example Saddam Hussein of Iraq, Muammar Ghaddafi of Libya, Hosni Mubarak of Egypt and Bashir Al Assad of Syria, despite their despotic ways and many shortcomings, suppressed the jihadists, the terrorists and the Islamic fundamentalists more than anyone else in the Arab world.
Despite this the Americans and the west fought against them, destroyed their countries and removed them from power. Out of them all only Al Assad remains standing and even at that he presides over only half of Syria and that is by the grace of the Russians and the Iranians.
Whilst the Americans and her western allies hate, despise and seek to destroy the secularist leaders of the Arab world they appear to adore the ruling families, kings and despots of the Arab Gulf states who fund Islamist terror, who promote the Wahhabi philosophy and who export the violent and relentless Salifist tendency more than any other. It appears to me that this is the greatest paradox and contradiction of the modern age and frankly it is as inexplicable as it is inexcusable.
The fact of the matter is that the most powerful and deadly Islamic terrorist organisations in the world today, including Al Nusra, ISIS, Al Qaeda, Al Shabbab, Boko Haram, Islamic Jihad, Hamas and numerous others are funded by America’s greatest allies in the region, namely Saudi Arabia, Kuwait and Qatar.
The mess that we are witnessing in the world today, the terrible carnage that we witnessed in Sharm El Sheik two weeks ago, the slaughter in Ankara three weeks ago, the mass murder in Beirut two days ago and the butchery in Paris last night were acts of evil and manifestations of bestial savagery that were wrought and made possible by years of doublespeak, subterfuge, weak, ineffectual and counter-productive Middle Eastern policies and leadership by the administration of President Barack Obama.
That is the bitter truth. He condoned and pampered the Saudis from the outset, he turned his back on Israel, he wined and dined with the Iranians, he supported Al Nusra, he refused to confront ISIS and instead he supported the destruction and murder of the Arab leaders that were prepared to do it for him.
Yet in all of this the people that I pity the most are the Nigerians. I say this because every single day for the last six months since President Buhari has been sworn into office there has been an obvious resurrection of the power, might and confidence of Boko Haram yet the people of Nigeria have failed to recognize or acknowledge it.
They are still studying what they describe as Buhari’s ‘’body language’’ and they have chosen to ignore the fact that the economy is collapsing, regional and ethnic tensions tensions are boiling, food prices are going up and human rights and civil liberties are being trampled upon.
They have chosen to ignore the fact that a full-blown dictatorship has now evolved in our country where the rule of law is negated, where security agents act with contempt for the law and impunity, where court orders are ignored by government agencies, where perceived enemies are subjected to all manner of persecution and evil and where those that saw through the bogus mantra of ‘’change’’ are ridiculed, humiliated, criminalized without any credible evidence, declared guilty until proven innocent, threatened and molested and, in some cases, hounded into exile, detention or death.
The despicable way that Buhari is treating Colonel Sambo Dasuki, the former National Security Advisor, Mr. Nnamdi Kanu, the leader of the pro-Biafran movement and Dr. Bukola Saraki, the Senate President confirms my fears about him. He has lost touch with reality and he believes that he can do anything to anybody simply because he is in power.
Yet his inability to curb Boko Haram and his reluctance to even acknowledge the fact that the war against terror is in a much more dangerous place than it was towards the tail end of the Jonathan administration is the most glaring testimony of his insensitivity.
The bitter truth is that the events that took place in Paris last night, with its massive civilian casualties, occur in one Nigerian town or the other in the north-eastern region of our country virtually every other day but such events are ignored by our local media, covered up by our government and no longer even get a mention on Al Jazeera, BBC or CNN anymore.
Despite the gallant efforts of our courageous soldiers, from town to town the atrocities of Boko Haram are legion and they have slaughtered almost 8,000 innocent souls since President Buhari came to power almost six months ago.
Worse still the bombings and killings have also returned to Abuja and other towns outside the north east such as Lokoja and Okene and the terrorists appear to be slowly making their way to the southern part of the country.
Nigeria is saddled with a President who was a great defender of Boko Haram up until a few months ago and who was once nominated by them as their spokesman and negotiator in proposed talks with the previous administration.
Rather instructively he is the life patron of the Fulani Cattlerearers Association whose members have been committing acts of terror by butchering, raping, pillaging and abducting many southerners and Middle Belters over the last few months.
He is also a President that is implementing a clearly northern and Islamic agenda and who sees the southern part of the country as nothing but a colony of slaves. Under such a man it seems hardly likely that Boko Haram can or will be stopped. Worse still the Nigerian people have been left alone by the international community to fight that war on their own.
Even though it is clear that not many in the international community empathise with us when our people are slaughtered by Boko Haram, it is gratifying to note that our people, as generous and as compassionate as ever, have expressed immense sorrow about the sad events in Paris and they have expressed immense solidarity with the people of France through the social media.
This is very touching and that is the Nigerian for you. He is resilient, faithful, compassionate, generous, true, caring and always ready to sympathise with others and to offer words of encouragement in difficult times.
Even though our blood is being shed by Boko Haram on a daily basis without the world seeming to care or batting an eyelid, we share their pain and mourn with them when their blood is shed and when their people are killed by the terrorists. I guess that is a testimony to our humanity: it is what makes us who and what we are.
May God protect our nation from these evil and desperate beasts who kill the defenseless, the weak and the vulnerable in the name of their god and may He deliver us from them. May the souls of all those that were murdered in Paris last night rest in peace, may the blood of the innocents that was shed be avenged, may the Lord comfort their families and loved ones and may He be with the people of France at this difficult time.
Permit me to end this contribution with the following. In an intervention titled ''Re: France!'' posted on his Facebook wall on the morning of 15th November, Mr. Favour B. Afolabi wrote the following,
''President Goodluck Jonathan addressed the United Nations General Assembly a few years ago and told world leaders that "terrorism is a global problem'' (not just a Nigerian one) and that the whole world MUST stand up united against it rather than play politics with it or mock those currently dealing with it. What did the Nigerian Intelligentsia do? They largely mocked him and called him "weak and clueless" - today, those Nigerians shamelessly and hypocritically "claim solidarity with France" while they largely continue to pretend as though they don't know that 40,000+ of their own citizens have been killed by Islamic terrorists in the course of the last 5 years. While playing the negative politics of "Jonathan is to be blamed for this'' no serious nation would have allowed such madness on their own soil! Today, Jonathan is no longer President - largely blackmailed out of office by the people that became ever-willing partners to Boko Haram - 'praising them' as they killed Nigerians and morally elevating their demonic ways over the sovereignty of the Nigerian State and the institution of the Presidency. Today those same people are seeking support for the same Presidency versus Boko Haram. There are something's many people don't understand. Changing pictures to mourn Paris attack is a mind things for those that believes that they share in the pain of what happened in France. I see no reasons why some people will keep castigating those that are changing their pictures. Fine, some people might want to come up with frivolous excuses that what about Boko haram? Yes they are right but sharing grief with people is a personal opinion and it's about mindset on how you feel. In all fairness, We are all aware that these same western leaders and their citizens stood by us during the scammed nor authentic missing of chibok babes. We must receive common sense like a gift from holy spirit and stop be unnecessary silly. We must pray for the world and all of us must unite against terrorism.

•Diezani also said she maintained a business-like relationship with ex president Goodluck Jonathan and other male associates she worked with. She denied claims that she has a sister or relative who has a kid for the former president.
•She added that her relationship with Dame Patience Jonathan wasn't stormy as people say but cordial, just like the one she has with Jonathan. “What people don’t know is that we’ve been family friends for long. My mum, Mrs Beatrice Agama, has always played the role of a godmother in the Niger Delta and all the militants love and respect her. I come from a royal privileged background and lacked nothing.”

CONTRARY to suggestions in several quarters that President Muhammadu Buhari took time to constitute his cabinet in order to ensure round pegs are put into round holes, there are indications his choice of aides, as well as allocation of portfolios to ministers, may have been informed by his experience three decades ago.
Buhari was removed from office as military Head of State on August 27, 1985 in a coup and placed on a three-year detention by several actors who also overthrew the democratic administration of Alhaji Shehu Shagari on December 31, 1983.
“It was, therefore, to avert a similar scenario of being a figurehead that the President started by recruiting those he considered loyal and trusted allies in his initial appointments, which attracted widespread allegation of sectionalism and northernisation of the federal government. The President had responded to the outcry against perceived marginalisation of other sections of the country in his appointments by saying during his state visit to the United Kingdom that there was no way he could reward those that gave him 97 and five per cent of his winning votes equally, even as his media aides explained that there were yet many other appointments to be made.
“The President, therefore, used the allotment of portfolios to his ministers to strike a kind of balance in which ministers from the South West got definitive portfolios such as Works, Power and Housing; Communications; Finance; Solid Minerals and Information.
“The implication of the allocation of responsibilities in Buhari’s federal cabinet shows that while his trusted and loyal allies take care of his kitchen cabinet and security, the bulk of the work of the administration would be done by his foot soldiers from the South West,” the source added.
According to the source, “Further analysis of the distribution of authority and responsibilities in the emerging federal government shows the possibility that in the event of the failure of the administration, South West ministers would shoulder the burden of failure while the President retains his anti-corruption image.
“Politically, there are indicators that if former Lagos State Governor and Minister of triad ministries, Babatunde Fashola, lives up to his billing, he could be supported to contest the Presidency alongside the Secretary to the Government of the Federation (SGF), to appease the North East and Northern Christians.
“The Peoples Democratic Party (PDP) has zoned the 2019 Presidency to the North East. As such, if Buhari’s scheme sails through, the PDP would have to begin its search for a Northern Christian to match the Babachir David Lawal/Fashola ticket.”

Economist magazine slams Lagos governor, says he’s “incompetent, full of excuses”
The Economist Magazine, known for its hard-hitting analyses on issues of global importance, has blamed the Lagos State Governor, Akinwunmi Ambode, for the worsening traffic and escalating crime in the city describing him as “less competent”, “weak” and “full of excuses.”
There has been a spike in traffic and traffic related armed robberies in the metropolis in recent weeks.
In its just released November edition, the magazine, which described Lagos as being “among the most notoriously congested places in the world” blamed Mr. Ambode for managing to roll back some of the successes scored by his predecessor, Babatunde Fashola, in managing the ordinarily chaotic traffic in the metropolis.

Paris attacks: Prosecutor Molins says three teams involved
Three teams carried out the attacks in the French capital which killed 129 people and left more than 350 wounded, the Paris chief prosecutor says.
"We have to find out where they came from... and how they were financed," Francois Molins told reporters.
He said seven attackers had been killed, and that all had been heavily armed and wearing explosive belts.
Friday's attacks, claimed by Islamic State militants, hit a concert hall, a major stadium, restaurants and bars.
Prime Minister Manuel Valls has said France will continue with air strikes against IS in Syria and described the group as a very well-organised enemy.
Mr Molins confirmed that one of the dead attackers had been identified as a 29-year-old Frenchman who had a criminal record, but had never spent time in jail.
Omar Ismaïl Mostefai was identified after his finger was found at the Bataclan concert hall and matched fingerprints the police had on file, AFP reported.

What has changed since Buhari became President? (2)
The gullible average Nigerian conflates ‘change’ with ‘progress’ or ‘positive transformation,’ without realising that the objective processes which lead to change are dependent on the blending of several variables and that positive or progressive change is quite different from mere change. Ordinarily, change in itself is an inherent feature of reality at all levels of being. But progressive change, which is value-impregnated, is utilitarian and consequentialist in character, since it signposts a transition from one state of being to another judged to be beneficial for a certain purpose determined by an individual or group. Hence, there are different ways of perceiving and interpreting change, which means that any interpretation of change is an invitation for deliberation and possible disagreement.
Going by the campaign rhetoric of the APC, Nigerians would soon experience a positive difference in the war against corruption, infrastructural development, job creation, security, the economy and implementation of welfare programmes for poverty reduction. In his inauguration speech, President Buhari himself promised to be the President of Nigeria, to govern without fear or favour, to fight corruption with iron determination, and move quickly to alleviate the sufferings of the poor and underprivileged. In that regard, we ask again the question posed earlier: in what ways have the fundamentals of our national life changed for the better since May 29, 2015?
Let us start by examining Buhari’s version of the war against corruption. Invidious critics of Jonathan excoriated him because in their opinionated corruption calculus, the former President lacked the willpower to move against corrupt top government officials, especially prominent members of his political party, the PDP. It has also been alleged that the anti-graft agencies were complacent in the execution of their functions, a situation that led to sloppy investigation and prosecution of high-profile corruption cases. Indeed,while Jonathan was still President, I criticised him for the sybaritic lifestyles of some of his political appointees and for pardoning late Diepriye Alameyeseigha, former governor of Bayelsa state, who was impeached and imprisoned because of financial misconduct, although facts have emerged indicating that Chief Olusegun Obasanjo, the President whenAlameyeseigha was removed from office, deliberately orchestrated the matter for political reasons.
Now, some people are unduly excited about and romanticising the so-called “body language” of President Buhari, which they expect would give new impetus and vigour to the war against corruption. Accordingly, these days there are regular media reports about how the Economic and Financial Crimes Commission (EFCC) spent several hours “grilling” Sule Lamido, Godswill Akpabio, Mrs. Saraki and few officials of the Jonathan administration. Moreover, the Senate President, Bukola Saraki and Godsday Orubebe, erstwhile Minister of Niger Delta Affairs, are facing the Code of Conduct Tribunal for allegations of false assets declaration and corruption. Former National Security Adviser to President Goodluck Jonathan, Col. Sambo Dasuki, has been charged to court for treasonable felony, and there are attempts to try him secretly in a kangaroo court. All this suggests that the relevant agencies are waking up from their slumbers now that “a new sheriff is in town.”
But the situation is actually more complex than the average Buharimaniac for whom everything the President does, every decision he takes, is right and must not be questioned, can fathom. Objectively speaking, President Buhari is probably repeating the same mistakes that Obasanjo made by deploying the EFCC to harass, intimidate and humiliate those who do not belong to his herd. Prof. Nwabueze, in an informative essay entitled “The tragedy of lack of a collective sense of history,” discussed in detail how Obasanjo trampled on the constitution and used the EFCC to hound selected state governors. Similarly, Buhari, in his Inaugural Speech, hinted that he intends to follow the footsteps of Obasanjo by not allowing constitutional limitations on presidential power arising from our federal system to inhibit his war on corruption. Thus, with Buhari’s ascension to power, we have moved from Goodluck Jonathan’s laid back attitude towards fighting corruption to a more dangerous and sinister situation in which the constitution will be arbitrarily subverted in the name of fighting corruption, which means that we should be prepared for odious dictatorial and unconstitutional usurpation of powers by Buhari against those outside his inner cabal.
Of course, it is impossible for any President to deal with all allegations of corruption at the same time – the war against corruption must begin fromsome individuals, preferably former heads of state and key public officialswhose extremely ostentations lifestyles far outstrip their legitimate income.But consider this: since Buhari took over power, virtually all the prominent government officials and politicians facing the EFCC and the CCT belong to the opposition party or had worked for Goodluck Jonathan, whereas APC politicians with fat hunchbacks of corruption are being selected as gubernatorial candidates of the party in states where elections are pending or are rewarded with ministerial appointments.
More specifically, the politicians APC is fielding in Bayelsa and Kogi states’ governorship elections were former PDP governors in their respective states with unsettled allegations of graft hanging on their thick necks, whereas despite several petitions sent to the EFCC against APC kingpins, including Babatunde Raji Fashola, Rotimi Chibuike Amaechi and Rabiu Kwankwaso, none of them, to the best of my knowledge, has been interrogated by the anti-graft commission, let alone charged to court.
In my opinion, on the issue of fighting corruption, there is change, but not in the direction that would bolster the confidence of discerning Nigerians that indeed the war against corruption would be fought by Alhaji Buhari in a manner that would be fair and just to everybody concerned. All the same, I sincerely wish the President unequivocal success in bringing the biggest evil looters to justice.
Next, let us consider the question of inclusiveness in central administration, which is extremely important in a federation such as ours, inspite of its numerous challenges and imperfections. The emergence of Buhari as President is an object lesson in the power of propaganda, prejudice and habit of thought in shaping how human beings perceive reality and how they interpret socio-political phenomena occurring around them. It is distressing to note that some Nigerians thoroughly dislike Goodluck Jonathan to the extent that even in few areas that he deserves some credit, they would either concoct some stupid arguments to discredit his achievements or distort facts to suit their jaundiced interpretations.
For instance, Jonathan, from what one can glean from accounts of his personality and disposition, is a mild-mannered humble man temperamentally incapable of the kind of sectional lopsidedness President Buhari manifested in the first few dozen appointments he made on assumption of office. I do not have the exact facts concerning the constitution of Jonathan’s inner circle of officials with whom he took on the spot decisions daily, but I am sure that he distributed fairly key official positions, especially Secretary to the Federal Government, Chief of Staff, National Security Adviser, Director of State Security and others between the North and South. But President Buhari gave all these positions to Northerners.
