INEC ready for next week's general elections - Jega

In final preparation towards general election, Chairman of the Independent National Electoral Commission, Prof Attahiru Jega says the electoral body is ready to conduct the general elections which starts next week Saturday March 28th. With one OS to run them all, Microsoft is shrinking Windows 10

Microsoft has promised its next operating system, Windows 10, will run across every device, from desktops with large hard drives all the way down to low-cost smartphones with barely a gigabyte to spare.
It's a lofty goal, but one fraught with the challenges of rolling out one piece of software to devices with vastly different capacities. Microsoft has a vested interest in making sure everyone is on a consistent experience, which the company believes will ensure consumers stick with Windows and encourage developers to support its platform. But to deliver on its promise, Microsoft had to shrink Windows down at its core.

Man City outclassed by Barca

Lionel Messi's masterclass dumped Manchester City out of the Champions League as the Premier League failed to provide a team in the last eight for the second time in three seasons.
Already leading 2-1 from the first leg of the last-16 tie, Barca tore through City as Neymar hit the post early on.
Messi set up Ivan Rakitic, who lobbed Joe Hart for a first-half goal.
City then needed two goals to take it to extra-time but Sergio Aguero's penalty was saved after he was fouled.
Although that golden opportunity in the 78th minute would have ensured a tense finale at the Nou Camp, it would also have put an unfair slant on the game, which Barca dominated for long periods.
The four-time champions registered 23 attempts toward the City goal but found keeper Hart in superb form as he almost took on a personal duel with Messi and kept the Argentine, and his team-mates, at bay.
City have now failed to reach the quarter-finals in each of their four Champions League campaigns.
As the best paid team in world sport, according to a recent study , it seems like a poor return on that investment.
With a fourth defeat in their last five games, there is also a genuine threat that their season could end up trophy-less. Manuel Pellegrini's side sit six points behind Premier League leaders Chelsea, who have a game in hand.

Netanyahu wins Israel election after sharp shift to the right

Prime Minister Benjamin Netanyahu won a come-from-behind victory in Israel's election on Wednesday after tacking hard to the right in the final days of campaigning, including abandoning a commitment to negotiate a Palestinian state.
In a four-day pre-election blitz, Netanyahu made a series of promises designed to shore up his Likud base and draw voters from other right-wing and nationalist parties. He pledged to go on building settlements on occupied land and said there would be no Palestinian state if he was re-elected.
With 99.5 percent of votes counted, Likud had won 29-30 seats in the 120-member Knesset, comfortably defeating the Zionist Union opposition on 24 seats, Israel's Central Election Committee and Israeli media said. A united list of Arab parties came in third.

Finance: America's most affordable cities in 2015

A man digs out his snow-covered car in Buffalo, New York

A man digs out his snow-covered car in Buffalo, New York, November 21, 2014. Warm temperatures and rain were forecast for the weekend in the city of Buffalo and western New York, bringing the threat of widespread flooding to the region bound for days by deep snow. Areas where several feet of snow fell this week should brace for significant, widespread flooding, the National Weather Service warned on Friday. Every day in coastal hot spots like San Francisco, New York, and Boston, it seems the news on housing costs is just abysmal. Professionals in these areas may earn higher paychecks, but many struggle with high rents—and for many, buying a house seems like an impossible dream. But in a host of Midwestern and Southern cities, the economic realities are a lot more palatable.

Beijing-Berlin friendship among the wonders on display at the CeBit fair in Hanover

The world's largest tech exhibition is underway in Germany. This year's big highlight is the 600 different Chinese firms showcasing their products as the "IT map shifts to the east."
Kanzlerin Angela Merkel mit Ma Kai und Jack Ma auf der CeBIT 2015
German Chancellor Angela Merkel opened the world's largest technological trade fair, CeBit, on Sunday, beginning the latest installment of the three-decade old exhibition that last year brought over 200,000 to the western city of Hanover.
CeBit, which is a German acronym for Center for Office Automation, Information Technology and Telecommunication, once dazzled consumers with the latest gadgets. But now, overshadowed by big tech events in Las Vegas and Barcelona, it has shifted its focus to business users. Last year, over 90 percent of its visitors were IT professionals.
This year's exhibition has a special focus on China as a partner country.
"China has developed itself from the workbench to being a global provider of solutions for the digital world. And companies such as Huawei and ZTE are already quality leaders in networking equipment here in Europe, for example," CeBit head Oliver Frese told DW's Henrik Böhme in Hanover. "We can clearly see a shift on the IT map towards the east."
Merkel has visited China seven times in her decade as chancellor, and she will meet Vice Premier Ma Kai (above left) as more than 600 Chinese companies exhibit their tech marvels at the fair. Jack Ma (above right), head of Chinese online commerce giant Alibaba, delivered the keynote address.
Chinese companies such as Huawei, Xiaomi and Lenovo will help fill the more than 30,000 square feet (3,000 m) of exhibition space. The huge Chinese contingent at the fair "makes it the biggest and strongest partner country presentation we've ever seen at CeBit," said Frese at a press conference.
Tech sector not effected by slowdown
Despite China's larger economic slowdown, information and communications technology are booming in the world's biggest smartphone market, which also has the largest number of Internet users.

Health & Healthcare Exercise Boosts Brain Power

Everyone knows that exercise – pretty much any kind – is good for the body. And, most people agree that it is good for the soul and improves overall well-being. But, what does exercise do for the brain? A recent study shows that just one 20 minute session of exercise can improve memory.
Many studies have evaluated the effects of aerobic exercise on mental health, cognition, and memory, and virtually all have shown improvements in each of these parameters after long-term exercise programs. Most of the studies have been conducted in elderly people or people with cognitive impairment and the results have provided support for integrated exercise and wellness programs in the treatment of dementia and cognitive decline. Few studies have evaluated short-term or strength training exercise regimens. Until now, at least.

I will tackle pension, gratuity fraud – Buhari

Muhammadu Buhari, APC presidential candidate
Muhammadu Buhari, APC presidential candidate

The presidential candidate of the All Progressives Congress (APC), Muhammadu Buhari has promised to alleviate the plight of pensioners across the country when he becomes President.
Mr. Buhari, who spoke while being presented with petition signed by a group of ex-servicemen protesting their treatment by the PDP-administration in the country, said that he is “saddened by the current situation of military, police and all other pensioners”.
He said it is unconscionable to allow senior citizens, who have served the country with zeal and patriotism in their youth, to be subjected to indignity and suffering while waiting to be paid their gratuity and pension, with some even having to engage in protests in their quest to be paid.
The APC presidential candidate also said “a situation where corrupt officials of state outrightly embezzle funds meant for payment of pensioners or delay such payment in order to fraudulently earn interest from deposit placements with banks will not be tolerated”.
As elected president, Mr. Buhari said he will invoke provisions of Article 1.5 of the APC manifesto to ensure that months before retirement of any officer, his or her entitlements would be worked out and accruing gratuity paid on the effective date of retirement while pension will follow as at when due.
While noting that the manner a society treats its aged and infirm is reflective of the civilization and decency of its people as a country. Nigeria must strive to provide for the youth and build a strong future for retiring senior citizens.
This, he said is his covenant of service which he has pledged to uphold.

Good News! Now you can use your mobile phone to combat stress

The NHS is launching phone apps to help people cope with depression

  •  GPs can prescribe apps to patients who don't want to talk to a counsellor
  •  But health chiefs stressed one-to-one counselling would still be available
The NHS is helping launch a new generation of apps to help people cope with stress, anxiety and depression – just by using their mobile phones.
GPs will be able to prescribe the apps to patients put off by the prospect of talking to a counsellor. Health chiefs believe they will also help millions of people unwilling to go to a doctor in the first place.
Tim Kelsey, the Government’s ‘digital health tsar’, said he wanted to produce ‘a sort of NHS-endorsed app store for mental health’, hosted on the NHS Choices website.
A new generation of apps has been launched to help people cope with stress, anxiety and depression – just by using their mobile phones
A new generation of apps has been launched to help people cope with stress, anxiety and depression – just by using their mobile phones
But he admitted many would question whether screens could ever be as effective as face-to-face therapy, and stressed it was not a question of one or the other.
He said: ‘If people want and need one-to-one counselling, then that’s absolutely what they will get.
According to the World Health Organisation (WHO), 350 million people of all ages suffer from depression worldwide.
It is the leading cause of disability worldwide, and is a major contributor to the global burden of disease, it said.

GPs will be able to prescribe the apps for mobile phones to patients put off by the prospect of talking to a counsellor
At its worst, depression can lead to suicide. Suicide results in an estimated 1 million deaths every year, the WHO warns.
In recent studies, depression has also been found to affect the way that people experience time.
Research found that time seems to pass extremely slowly or even stand still when a person suffers from depression.
Dr Daniel Oberfeld-Twistel, of Johannes Gutenberg University in Mainz, Germany, said: 'Psychiatrists and psychologists in hospitals and private practices repeatedly report that depressed patients feel that time only creeps forward slowly or is passing in slow motion.
'We found strong indicators that in depressed individuals the subjective feeling of the passage of time differs from the ability to assess the actual duration of external events.'
His team looked at the results from 16 individual studies in which 433 depressed people and 485 non-depressed people participated.
In the studies, the participants were asked to estimate the duration of periods of time.
The results obtained for the depressed subjects were exactly the same as those for the healthy ones without any relevant statistical difference.
'We found strong indicators that in depressed individuals the subjective feeling of the passage of time differs from the ability to assess the actual duration of external events,' concluded Dr Oberfeld-Twistel.
He added his team identified several aspects of the relation between depression and time perception that have not yet been investigated adequately.
Little is actually known about the effects of antidepressants and psychotherapy, or how patients with bipolar disorders compared to non-bipolar depression assess the passing of time.
Future studies need to clearly differentiate between the subjective perception of the passage of time, and a person's ability to estimate the precisely defined lengths of time, he added.

FREDDIE FLINTOFF OPENS UP ABOUT HIS BATTLE WITH DEPRESSION

Flintoff, once almost as well known for his partying ways as he was for his cricketing skills, spoke candidly about his battles with mental illness and alcohol earlier this month on I'm A Celebrity... Get Me Out Of Here!
The 37-year-old also casually mentioned he no longer indulges with alcohol, and when asked why explained: 'I genuinely thought I had enough of it... I suffer with depression and it doesn't help at all, [you] just hit rock bottom afterwards.'
Moment of realisation: The athlete and media personality revealed that he realised he struggled with the mental illness when he did a documentary on depression in sports

Freddie said that he still goes out on the town but that there's no alcohol involved when he does, telling that after one drink, 'you kind of drink to change how you feel and it's just bad.'
'Life's so much easier with not having any... the things that tend to go wrong are drink fuelled.'
The athlete and media personality revealed that he realised he struggled with the mental illness when he did a documentary on depression in sports.
'I never knew what it was and I've always never said anything, and speaking to other people I identified with how I felt and I could sort it out, treat it.'
